Description of content: ・Regulations for Terminal Facilities

Japan will review the following items added to the technical standards for terminal equipment: (1) setting and changing identification codes (IDs/passwords), (2) security software updates, and (3) security measures related to physical and logical interfaces.

・Public Notice (Determination of details of functions required for updating of software and interfaces related to the telecommunications function of the terminal equipment)

This document specifies the details of the functions and measures prescribed in Sections (2) and (3) of the Regulations for Terminal Facilities.

Objective and rationale, including the nature of urgent problems where applicable: There has been an increase in incidents where IoT devices such as webcams and routers are hijacked and exploited in cyberattacks—such as DDoS attacks—that disrupt the Internet.

In 2020, Japan added minimum security measures to the technical standards for terminal equipment, including IoT devices.

Given that five years have passed since then, we will verify the appropriateness of the current provisions and establish more effective standards.
