Description of content: Draft amendments to 03 current National Technical Regulations:

- QCVN 01:2017/BCT National technical regulation on limits of formaldehyde and aromatic amines derived from azo dyes in textile products.

- QCVN 02A:2020/BCT National technical regulation on mercury content in fluorescent lamps.

- QCVN 08:2020/BCT National technical regulation on limits of lead content in paints.

The draft amendments mainly include:

- Amendments and updates to requirements on labeling and transportation based on new Decree.

- Updating conformity declaration and assessment procedures based on amended Law on Product and Goods Quality (78/2025/QH15)

These draft amendments apply to:

1. Organizations and individuals manufacturing, importing, trading in, and using products covered by the three technical regulations;

2. Conformity assessment organizations conducting conformity assessment activities for these products; 3. State management agencies and other relevant organizations and individuals.

Objective and rationale, including the nature of urgent problems where applicable: Timely adoption of these amendments is necessary to ensure that conformity assessment procedures under the three technical regulations are aligned with Decree No. 37/2026/NĐ-CP and Circular No. 14/2026/TT-BKHCN before their joint entry into force on 1 July 2026..; Protection of human health or safety; Protection of the environment
